Dr Fowler is Managing Director of Elsevier’s Academic and Government Institutional Markets group. Dr Fowler also leads Elsevier’s Global Academic Relations and Universal Access groups in which he serves as Elsevier’s ambassador to senior leaders of the world’s leading universities and to Higher Education policy-makers globally. He was Elsevier’s Director of Strategy from 2005-2012, and joined Elsevier in 2003.
Dr Fowler is an expert on Science and Medical information, including pricing, business models and access models. He has directed Reed Elsevier’s formal responses to government and industry consultations on Science and Medical publishing, including to the US Government, the UK Government, and the European Commission. Dr Fowler is an internationally recognized expert and thought leader on the topic of Universal Access. He leads the development and implementation of Elsevier’s Universal Access strategy and policy, works closely with key industry associations such as STM, the UK Publisher Association, and the Association of Learned and Professional Society Publishers, and frequently speaks at government and industry conferences. Dr Fowler is a member of Elsevier’s Science and Technology Division Management Team, and Reed Elsevier’s Corporate Responsibility Board. He is a member of Council of the UK Publisher Association, and a board member of its Academic and Professional Division.
Prior to joining Elsevier in 2003, Dr Fowler was an Engagement Manager at the management consultancy McKinsey & Company based in its Stamford, Connecticut office which he joined in 1998. He provided strategic advice to leading global companies in high technology and media sectors.
Dr Fowler was awarded a PhD in Anthropology from Cornell University in 1998, a Masters in the Social Sciences from the University of Chicago as a Fulbright Scholar in 1990, and a BA in Geography from Oxford University in 1989.

Dominic Knight joined Macmillan as a graduate trainee
from Oxford University, where he obtained a degree in Modern Languages. He has
held senior positions internationally in editorial, sales, marketing and
general management. These included a period in New York, where he founded and
managed Stockton Press. For 15 years, he was Managing Director of Macmillan’s
academic businesses under the imprints Macmillan Press, Grove’s Dictionaries,
Stockton Press and Palgrave Macmillan. His current role as Executive Director
of Change Programmes focusses on the transformation of the Macmillan Science
and Education businesses through the delivery of business and culture change in
our spectacular new Campus in Kings Cross. Dominic is Treasurer and
President-elect of the Publishers Association, and has been a Director of the
Publishers Licensing Society and the Copyright Licensing Agency.
Ursula Mackenzie was educated at Malvern Girls' College and at Nottingham University where she gained a BA Joint Honours in English and American Studies and a PhD in American Literature. She was a lecturer in English and American Literature at the University of Hong Kong from 1976 -1979 but swiftly decided in favour of a publishing rather than an academic career.
